Our purpose is to improve the quality of life to Los Angeles County by providing responsive, efficient and high-quality public services that promote the self-sufficiency, well being and prosperity of individual families, businesses, and communities.
Background:
Ruth Janetta Temple was the first black woman to practice medicine in Los Angeles County. She was the first balck to graduate from Loma Linda Medical School in 1918, and received the Masters in Public Health degree from Yale University.

When she began her career in 1928, there was not a single medical clinic in the area. She and her husband, Otis Lawrence Banks, purchased a six room house on Central Avenue and turned it into a clinic.

She pioneered the City's public health program and helped to establish the Southeast District Health Center. She was appointed the first Health Officer of Los Angeles City in 1942 and was recognized as an authority in the field of obstetrics.

In his motion to name the Health Center in honor of Dr. Temple, Supervisor Kenneth Hahn said, "Dr. Ruth Temple has been one of our greatest role models, demonstrating to four generations of Americans, the high achievements thaat all people can strive for. She has been a pioneer in preventive community health care and I am pleased that the Board of Supervisors voted unanimously to name this fine health facility in her honor. She has led the way in the challenging field of healthcare. It is fitting that her achievements be commemorated by the citizens of Los Angeles County.
